In May 2019, Takashi Kaga was arrested on suspicion of violating the Civil Aeronautics Act. He is accused of operating a drone without proper permission in park near his house. The police officers were informed about dangerous quick descents and ascents of the aircraft.

Many of drone cases in Japan are caused by hobbyists ignorant of which zones are restricted when launching their craft, there have also been instances carried out with malicious intent.

According to the National Police Agency (NPA), cases of unpermitted flights have increased from 36 incidents in 2016, to 68 in 2017, rising further to 82 cases in 2018. As a part of effort to step up measures against such cases, a bill to revise Civil Aeronautics Act is under discussion in the National Diet.
